Diocese of Sale Catholic Education Limited (DOSCEL) is seeking an experienced and strategic people leader to join the organisation as Head of People Processes and Systems.
Reporting to the Chief People Officer, this pivotal leadership role is responsible for leading the optimisation, integration, and continuous improvement of people processes and systems across talent acquisition, employee services, workforce planning, and DOSCEL Office payroll functions.
This is an exciting opportunity to lead transformational people initiatives that enhance service delivery, strengthen workforce capability, drive organisational efficiency, and ensure compliance and excellence across the employee lifecycle.

The Head of People Processes and Systems will:

  • Lead and develop multidisciplinary teams across talent acquisition, employee services, and DOSCEL Office payroll.
  • Drive the mapping, maintenance, optimisation, redesign, and implementation of people processes and systems.
  • Develop and implement workforce acquisition and growth strategies aligned with organisational priorities.
  • Lead recruitment and talent acquisition initiatives, focusing on candidate experience, strategic sourcing, and continuous improvement.
  • Oversee remuneration and benefits frameworks, including salary reviews, allowances, and executive remuneration.
  • Assess, optimise, and integrate Human Capital Management (HCM) systems to improve efficiency, data integrity, and reporting capability.
  • Lead workforce planning, people metrics, dashboards, and statutory reporting.
  • Drive process improvement, automation, and innovation across People and Culture functions.
  • Develop training and capability-building initiatives to enhance workforce and team performance.
  • Build strong partnerships with internal and external stakeholders to support organisational objectives and service excellence.

You are a strategic and collaborative people leader with strong expertise in workforce strategy, people operations, systems, and organisational improvement. You thrive in complex environments and can successfully balance operational excellence with long-term strategic outcomes.

You will demonstrate:

  • Significant experience leading multidisciplinary teams across talent acquisition, employee services, payroll, or broader People and Culture functions.
  • Proven experience leading organisational transformation, process improvement, and change initiatives.
  • Strong stakeholder management skills with the ability to engage, influence, and partner at all organisational levels.
  • Demonstrated expertise in workforce planning, talent acquisition, and employee lifecycle management.
  • Extensive experience in remuneration and benefits management and the development of remuneration frameworks.
  • Strong understanding of employment legislation, compliance requirements, governance, and risk management.
  • Proven experience implementing and optimising Human Capital Management (HCM) systems, workforce analytics, and reporting frameworks.
  • A commitment to developing high-performing teams and fostering a culture of continuous improvement, innovation, and service excellence
  • The ability to think strategically while maintaining strong operational oversight.

Experience within education, Catholic education, health, or purpose-driven organisations will be highly regarded.

Company Secretary and General Counsel
  • Perform the role of Company Secretary and support the DOSCEL Board and its Committees, ensuring Board processes run efficiently and effectively.
  • Organise and attend Board and general meetings, preparing agendas, briefings, minutes, resolutions and action follow-up as required.
  • Maintain statutory records, registers, board decisions, policies and governance documents with accuracy, confidentiality and sound judgement.
  • Provide timely, pragmatic and risk-based legal advice across DOSCEL’s operations, including education law, employment and industrial relations, child safety, privacy, administrative law, contract law, governance and regulatory compliance.
  • Support the Executive Director and Board in managing complex legal matters, disputes, complaints, investigations and litigation.
  • Manage DOSCEL’s external legal panel, including engagement, performance oversight and cost management.
  • Maintain, review and support Board-approved governance instruments, including the Constitution, Board Charter, Committee Terms of Reference, Delegations of Authority and high-risk policies.
  • Lead the Policy Governance Framework and support the Policy Governance Committee.
  • Monitor emerging governance, legal and regulatory developments and advise the Board and Executive on implications for DOSCEL.
  • Provide legal and compliance oversight of DOSCEL’s child safety and safeguarding framework, supporting leaders in responding to serious incidents, investigations and regulators.
  • Act as a liaison between the Board, Executive Director, Executive Leadership Team and external stakeholders, fostering constructive relationships and effective governance practice.
  • Admission as a legal practitioner with an unrestricted practising certificate and significant senior legal experience, ideally gained in education, government, not-for-profit or another highly regulated environment.
  • Extensive and demonstrable experience as a Company Secretary in a corporate environment, preferably within education or the not-for-profit sector.
  • Working knowledge of the Corporations Act 2001 (Cth) and experience with Australian Charities and Not-for-profits Commission requirements.
  • Experience advising Boards and executives on complex, sensitive and high-risk matters, with the ability to build and maintain a strong company secretarial function.
  • Proven success navigating complex structures, managing competing priorities, setting expectations and influencing varied stakeholder groups to meet organisational goals.
  • Excellent communication skills and the ability to build relationships and collaborate with all levels of the organisation to enable effective delivery of the Board’s agenda.
  • Relevant graduate qualifications in business administration, law or a related field; Australian Institute of Company Directors courses and membership of the Chartered Governance Institute or similar will be highly regarded.
  • Advanced skills in Microsoft Office, with experience using Diligent Board Management Software desirable.

The successful candidate will bring sound legal judgement, integrity, discretion and the ability to maintain composure in high-pressure and challenging situations. They will demonstrate a commitment to the ethos, values and mission of Catholic education, together with an understanding of child protection and child safety issues in education. The appointment will be subject to a satisfactory National Police Record Check and Employee Working with Children Check. Visa sponsorship is not available for this position and applicants require current and valid working rights for Australia.

Head of Digital Transformation – Full Time

The Head of Digital Transformation will:

  • Lead the development and execution of DOSCEL’s enterprise-wide digital transformation roadmap
  • Drive large-scale transformation initiatives across schools and corporate services
  • Lead enterprise systems transformation across HRIS, Finance, Learning Management Systems (LMS), Student Information Systems (SIS) and broader digital platforms
  • Improve integration and interoperability across disconnected systems and technologies
  • Lead business process redesign and digitisation initiatives to improve efficiency, consistency and user experience
  • Drive change management, adoption and capability uplift across a diverse workforce
  • Strengthen organisational data, reporting and analytics capability to support informed decision making
  • Partner closely with school leaders, executive leadership and operational stakeholders to ensure digital solutions are practical, scalable and aligned to organisational needs
  • Lead vendor engagement, implementation planning and transformation delivery governance
  • Build and lead a high-performing digital transformation function focused on collaboration, accountability and continuous improvement

You are a strategic and commercially minded transformation leader who can operate across both strategy and execution. You bring strong leadership capability, exceptional stakeholder engagement skills and a proven ability to deliver complex enterprise-wide transformation programs.

You will demonstrate:

  • Significant experience leading enterprise-wide digital transformation within complex or multi-site environments
  • Proven capability delivering large-scale transformation programs spanning systems, people, process and technology
  • Strong understanding of enterprise platforms, cloud environments and system integration
  • Experience driving organisational change, adoption and digital capability uplift
  • The ability to influence and engage diverse stakeholder groups including executive leadership, educators and operational teams
  • Strong governance, program delivery and vendor management capability
  • A passion for innovation, continuous improvement and future-focused service delivery
  • Experience within education, Catholic education or not-for-profit environments will be highly regarded.

DOSCEL is seeking a School Leadership Consultant who is passionate about building the capabilities of principals and school leaders to drive educational excellence in Catholic schools in the Diocese.As the School Leadership Consultant, you will contribute to assisting principals and school leaders to successfully implement Diocese of Sale priorities, policies and strategies.

  • A master’s degree or working towards the qualification with a five-year equivalent broad experience in leadership in Catholic schools.
  • Accreditation to teach Religious Education or Lead in a Catholic School.
  • A Victorian Driver Licence is required as a component of travel is required in this role.

As the School Leadership Consultant, you will demonstrate the key selection criteria outlined in the Position Description, including but not limited to:

A deep understanding of and commitment to Catholic Education as a mission of the Catholic Church in Australia.
A commitment to and understanding of child protection and child safety issues in schools.

  • leaders in the creation of recontextualised, dialogical Catholic schools
  • implementation of the Leadership Formation Strategy focussed on building leadership capability and capacity within schools.

  • Understanding of compliance requirements as they apply to Catholic schools in Victoria.
